Infinite Revolution

Many years ago, in the early 1990s, a wandering race of aliens discovered the planet Earth. And they didn't like what they saw.

See, those aliens were particularly interested in preventing interstellar pollution, and had a few task forces dedicated to keeping the cosmos clean. They found humanity to be wasteful, and since they had discovered space travel, the aliens realized that they'd soon spread the pollution elsewhere, and end up poisoning the galaxy.

So they decided to try wiping them out.

They decided to use the magic they had access to and create some bracelets that would allow humans to use magic. Then they set some monsters from other planets out on the planet to stir up some chaos, and contacted some teenagers, posing to be the good guys.

The catch? Any human accepting to go battle the monsters and use a bracelet became a ticking time bomb, soon to become a Magical Villain: Fueled by vengeance and willing to kill.

The hope was that through this, enough people would inevitably be killed that humanity would be finished. After a few years, there were enough Villains out there that monsters were no longer needed, and the aliens pitched Villains as the thing potential Heroes had to fight.

By the turn of the century, a teenage girl figured out the aliens' dirty trick, and founded the Rebellion Of Heroes.

There are ranks to the ROH:

The President, currently a 17 year old girl named Sophie Della, is elected every 2 years. All members of the ROH can cast a vote, and anyone ranked Team Leader or higher can run. They are the highest in command and work with the Council to put out announcements and handle the running of the ROH. They may select one assistant to work with them and to succeed them should they be unable to serve. The Assistant has about as much power as a Council Member and is currently upheld by Ben Owlson.

The Council Members, a committee of 15 Heroes who propose and plan new protocols and help the ROH go smoothly.
